FUNCTIONS AND TASKS OF THE FINANCIAL MANAGEMENT AND ACCOUNTING DEPARTMENT
1. The Department, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall implement the management of the accounting in the Staff of the National Assembly of the Republic of Armenia in accordance with the requirements of the Law “On Accounting in Public Sector Organizations” of the Republic of Armenia;
2) shall organize and provide the purchase process by the procedure prescribed by the legislation of the Republic of Armenia;
3) shall carry out work regarding the exclusion of illegal use and violation of the use of material values and monetary resources;
4) shall implement other functions established by law.
FUNCTIONS OF THE ACCOUNTANCY DIVISION
2. The Accountancy division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall implement the accounting in the National Assembly in accordance with the legal acts regulating accounting;
2) within the prescribed period shall provide the calculation and payment of wages and other equivalent payments to Deputies and employees of the Staff of the National Assembly of the Republic of Armenia, as well as shall implement their accounting registration;
3) shall provide the implementation of expenses regarding the business and official trips of Deputies and employees of the Staff of the National Assembly of the Republic of Armenia by the means of the funds allocated by the National Assembly of the Republic of Armenia for that purpose; shall implement accounting procedures;
4) shall provide the payment to the employees of the Staff of the National Assembly of the Republic of Armenia, who are beneficiaries of the social package, the amount allocated annually by the Decree of the Government of the Republic of Armenia # 1691 of December 27, 2012;
5) for the purpose of monitoring, by the prescribed procedure, shall register the monetary means and material values, shall present functions regarding their further movement;
6) shall take part in the stock control activity, carried out in the Staff of the National Assembly of the Republic of Armenia;
7) shall provide the timely fulfillment of the obligations of the National Assembly regarding taxes, duties and other obligatory payments in accordance with the requirements foreseen by the legislation of the Republic of Armenia;
8) shall prepare and submit, to whom it may belong, applications for financing of the costs for maintaining the National Assembly, and also shall provide timely payment of debts to suppliers;
9) shall carry out registration, accounting and summation of actual expenses executed by the National Assembly, as well as archiving of primary registration of documents as prescribed by law;
10) shall carry out the process of electronic registration of state property by electronic system;
11) shall submit an approved package of financial reports to the Ministry of Finance of the Republic of Armenia;
12) shall form and submit tax, financial, statistical and other reports within the time periods established by law;
13) shall implement other functions established by law.
FUNCTIONS OF THE BUDGET MANAGEMENT AND PROCUREMENT DIVISION
3. The Budget Management and Procurement Division, for the implementation of the tasks assigned to it within the scope of its powers, shall perform the following functions:
1) shall prepare and submit to the Chief of the Staff draft applications for financing expenses and medium-term spending programs for the Office for each financial year in order to provide financial support for the activities of the National Assembly and its bodies;
2) shall carry out monthly (quarterly) planning for the current year assignment, with monitoring and necessary analysis of actual expenses in order to increase the efficiency of their use;
3) shall develop draft legal acts of a financial nature regarding the financing of the National Assembly, in order to improve the management of the allocated allotments;
4) shall exercise oversight regarding the availability of documents substantiating expenses and budget execution;
5) shall prepare and submit quarterly and annual reports regarding performance of indicators characterizing the implementation of programs;
6) shall carry out work on the planning and implementation of the nominal roll procurement as prescribed by the procedure of the legislation of the Republic of Armenia, in order to provide the normal functioning of the National Assembly;
7) shall form quarterly and annual reports on the procurement process in order to increase the efficiency of organizing the procurement process.
8) shall implement other functions established by law.
